What Government Agencies Really Want from Data Platforms (Hint: It’s Not Just Cloud)

If you’re working with or selling into the public sector, one thing is clear—data conversations are no longer just about performance or speed. At the Australian Government Data Summit, four key themes stood out. And they weren’t what you’d expect from an industry often labeled as “slow-moving:” Cost predictability, data sovereignty, governance that’s built-in, not bolted on, and responsible AI.

Cloud Cost Surprises are Wearing Thin

Let’s start with the budget reality. Government agencies are under pressure to modernize, but they’re doing it with tight, and often shrinking, budgets. What’s catching many agencies off guard? The unpredictability of cloud costs.

Several agencies shared frustrations with consumption-based pricing models. On paper they look reasonable. In practice, they blew past budgets. The result? Teams feeling stuck in ecosystems that aren’t financially sustainable. As one attendee put it: “I had to use the platform that was handed to me, but it’s costing me too much.”

Here’s the bottom line: predictability matters more than chasing the lowest price. Agencies want clarity. They want to know what their data will cost  this year, and next, without any budget-busting  surprises.

Sovereignty Isn’t Optional, It’s Mandatory

Data sovereignty isn’t just a compliance checkbox in Australia. It’s a non-negotiable requirement. Agencies need to know exactly where their data is, who has access, and how it’s being managed.

This requirement shows up in every conversation around national security, public health, citizen services, and especially AI. Whether the data is staying on-prem or using a highly controlled cloud deployment, the message is the same: keep the data local, secure, and sovereign.

What government leaders want are real-world deployment options that align with their internal controls, not marketing fluff. Vendors relying on generic “regional” cloud messaging will be left behind.

Governance Isn’t an Afterthought

Forget the stereotype of slow-moving bureaucracies. The agencies we spoke with are advancing sophisticated data governance and ethical frameworks that rival, and in some cases surpass, those in the private sector.

From cross-agency data sharing to nuanced data classification strategies, these teams are doing the hard work of balancing innovation with public trust. One standout example includes a government agency managing sports data that declared “all sports data is health data,” especially when minors are involved. That triggers the highest level of security and oversight.

Public sector leaders aren’t just asking “Can we do this with data?” They’re asking “Should we?”

AI Is Hot, but Only If It’s Responsible

AI was a big topic at the summit, but it wasn’t about racing to deploy the flashiest tools. Instead, conversations focused on ethical AI, transparency, and clear data boundaries.

Agencies are exploring how AI can drive better outcomes for citizens, but they’re equally committed to ensuring it doesn’t erode public trust. They want guardrails. They want explainability. They want systems that don’t just work but work responsibly.

What This Means for Data Platform Providers

Organizations serving the government sector need to keep these priorities in mind:

  • Cost predictability over lowball pricing. Agencies need reliable budgeting frameworks that guard against unexpected consumption spikes, not just promises of “cheaper in the long run.”
  • True sovereignty, not regional workarounds. Deployment flexibility must support strict data control requirements, whether that’s on-prem, air-gapped, or tightly governed cloud environments.
  • Seamless integration, without lock-in. Agencies want platforms that play well with their existing ecosystems while offering clear, low-risk migration paths.
  • Governance that’s built in, not bolted on. Public sector leaders expect robust governance and compliance tools to be native, not optional upgrades.
